BASIC FUNCTION:
 
Responsible for ensuring the facility operates within applicable environmental rules and regulations.  This job will provide oversight and support in addressing all regulatory matters. 
 
NATURE & SCOPE:
 
The Environmental Manager reports directly to the General Plant Manager.
 
This job is responsible for ensuring Environmental Plans and Permits are current and appropriate for the division. The incumbent will maintain and audit compliance with applicable environmental rules and regulations. This job directs appropriate environmental studies/consultants to ensure that environmental and regulatory issues are addressed in a cost-effective manner. This incumbent is responsible for creating and implementing Environmental Systems Procedures.
 
The incumbent will monitor state legislative activities to ensure Gerdau Special Steel Monroe Mill participates in the development of emerging regulations that could impact division operations. Providing expertise as needed in special areas such as source testing, air toxics, PSD, New Source Review, etc., to minimize staff/consultant time addressing easily resolvable matters.
 
The incumbent is a Management Representative of the Environmental Management System for the division. This job oversees the Environmental Management System (example ISO14001).
 
The incumbent should possess a bachelor’s degree in environmental/chemical engineering, or physical science with a strong emphasis in chemistry and 8-10 years’ experience (with at least one year’s supervisory preferred) and experience acquiring environmental permits, conducting negotiations with regulatory agencies and supervising consultant activities.  The incumbent must have fundamental understanding of major federal environmental regulations/programs and a detailed/practical experience based knowledge in at least one key environmental program area (i.e. RCRA, air permitting, UST, remediation, etc.).
 
 
PRINCIPAL ACCOUNTABILITIES:
 
1.    Ensure that the facility operates within applicable environmental rules and regulations.
 
2.    Ensure Environmental Plans and Permits are current and appropriate for the division.
 
3.    Oversee the Environmental Management System (example, ISO14001).
 
4.    Management Representative of the Environmental Management System for the division.
 
5.    Acquiring or maintaining licenses required to execute job functions or compliance requirements.
 
6.    Maintain and audit compliance with applicable environmental rules and regulations and uphold environmental policies.
 
7.    Provide a direct oversight and assistance in addressing all regulatory matters (i.e. agency liaison, permitting, reporting, resolving regulatory issues, training, lobbying, and scientific investigations).
 
8.    Direct appropriate environmental studies/consultants to ensure that environmental and regulatory issues are addressed in a cost-effective manner.
 
9.    Identify/report serious division environmental program deficiencies to the General Plant Manager so that environmental issues may be promptly addressed.
 
10.    Monitor the state legislative activities to ensure Gerdau Special Steel, Monroe Mill participates in the development of emerging regulations that could impact division operations.
 
11.    Provide expertise as needed in special areas such as source testing, air toxics, PSD, New Source Review, etc., to minimize staff consultant time addressing easily resolvable matters.
 
12.    Responsible for managing the environmental budget, including waste disposal, fees, sampling and analysis, professional fees, etc. and meeting the EMM goals.

13.    Manage support activities of contractors and consultants executing the environmental management systems. 
 
13.    Develop and implement a mechanism to effectively promote environmental awareness at the facility.
 
14.    Responsible for ensuring environmental compliance with all applicable federal, state, local regulations and EMS System. External factors affecting the achievement of accountabilities include environmental emergencies, shifting priorities imposed by superiors, legal proceedings, public pressure/perception/attitude, staffing limitations and major regulatory changes dictated by regulators and/or political changes.
 
15.    Responsible to know, understand, and follow all applicable Federal, State, and Local environmental legal requirements and practices.
 
16.    Responsible for and completing all required annual safety and environmental training.
 
17.    Responsible following the Cardinal Safety Rules.
 
18.    Responsible for utilizing Gerdau Business Systems concepts.
